Steps to replicate the issue (include links if applicable):

• Become as tool at ssh server
• Added export RUSTUP_HOME=/data/project/rustup/rustup/.rustup to .profile according to https://wikitech.wikimedia.org/wiki/Help:Toolforge/My_first_Rust_tool
• Logged out from tool
• Become tool again

What happens?:

newmcpee@tools-bastion-13:~$ become hedgehogbot
sudo: PAM account management error: Unknown error -1
sudo: a password is required

What should have happened instead?:
Successfully become as tool
