Background

During roll out we introduced two configuration options:

MinervaNightModeOptions
VectorNightModeOptions

Currently these are only supporting LiquidThreads (which is going to be undeployed T350164) and the Banana page on test.wikipedia.org for testing purposes.
We don't need this configuration any more and you have permission to remove it from both skins.

User story

As a developer I do not want to support complex code that serves little purpose.

Requirements

Exclusion code for dark mode is removed from Vector and Minerva: T415930: Clean up night mode feature flag in Minerva +T415929: Remove VectorNightModeOptions feature flag
Remove $wgMinervaNightModeOptions configuration flag T415930: Clean up night mode feature flag in Minerva
Remove $wgVectorNightModeOptions configuration flag T415929: Remove VectorNightModeOptions feature flag
