Description

Since some private evidence is media, it is necessary to allow uploading local files under Free Content License or EDP on Chinese Wikipedia Arbitration Committee wiki.

Local discussion:
Internal technical decision, no objections.

I guess arbcom wikis don't need to be listed on https://meta.wikimedia.org/wiki/Non-free_content#Exemption_Doctrine_Policy ?

@Aklapper Since other arbcom wikis is not on the list, I assume that zh.arbcom doesn't need to be on the list either...All the local files would just be evidence screenshots anyway.
