Steps to replicate the issue:

• Enable Growth Experiments editor help panel in preferences
• Open VisualEditor on mobile
• Open some editing dialog (Add a link, Add a citation etc.)
• Try to click the help panel icon in the bottom right corner

What happens?:
The help panel does not open.

What should have happened instead?:
The help panel should open. Alternatively the help panel icon should be disappear when opening an editing dialog (Add a link, Add a citation etc.) on mobile VisualEditor.
