Remove docker related parts from kubernetes puppet code

Description

Given we've migrated all k8s clusters to containerd, we can/should remove the docker related parts from kubernetes puppet code

Not sure about how much work this is, but it should not be too much. We should do this as part of preparation for the next k8s upgrade.
