http://mediawiki.org/wiki/Support_policy_for_PHP is a little hard to parse, but Debian trixie (released 2025, LTS supported until 2030) shipped PHP 8.4, even though bookworm (previous LTS, released 2023 and supported until 2028) shipped PHP 8.2. Ubuntu 24 LTS shipped PHP 8.3 (supported until May 2029) while Ubuntu 26 LTS (supported through May 2031) shipped 8.5.
Since there is "a" LTS release from both Debian (trixie) and Ubuntu (26) which shipped PHP >= 8.4, I think we could technically drop PHP 8.3 "in the next MediaWiki major release"? I understand we'd probably want to get Wikimedia production updated (T413223) first.
