- Add a link to (re)mark translatable pages for translation to the toolbox/page actions (basically the same thing in Vector-2022, but not in other skins)

- When a translatable source page has recently been edited, it is easy to mark it for translation, because there is a prominent link to do so at the top of the page.
- If, however, the page has not been edited since it was last marked for translation, it is very hard to (re)mark it for translation (*); the only way to do so is to visit Special:PageTranslation, find your page in the list, and click "mark for translation".
(*) You might want to do this because you wish to change the priority languages for the page, or you wish to switch on or off the translatability of the page title, for instance.
Benefits (why should this be implemented?):
- Makes it easier for translation administrators to (re)mark a translatable page for translation if they wish to change some details.
