Ukwiki community has decided to create the user group arbcom. The user group will includes following rights:

• oathauth-enable
• ipinfo-view-full
• checkuser-temporary-account
• deletedhistory
• deletedtext
• abusefilter-log-detail
• abusefilter-log-private
• abusefilter-view-private
• browsearchive

Bureaucrats should be able to grant and remove this user group.
