[Tone Check] Create "feature card" to summarize intervention

Description

This task involves the work of creating a "poster" of sorts so that, at a glance, people can come to understand Tone Check.

E.g.:

  • How the feature functions and what it looks like
  • Why the project is being prioritized. Read: what challenge/opportunity is it meant to address?
  • Where people can learn more about the project and participate in its development

Story

As someone happening learning/hearing about Tone Check for the first time, I want to quickly and easily understand the most important facets of the projects, so that I can decide if and how to engage with it grounded in the reality of the project's scope and current status.

Background

This ticket (and the broader idea) is inspired by the tendency for public agencies (in some locales) to publish posters of this sort to inform the public about building projects...
