Deal with archival of Buster on Debian mirrors

Description

The removal of buster from the security and Debian archives will happen shortly: https://lists.debian.org/debian-devel-announce/2025/06/msg00001.html

the Debian 10/buster LTS updates have now also been imported to
archive.debian.org. We plan to remove 10/buster from the main and
security archives soon, that is in about four weeks or two weeks before
a planned Debian 13/trixie release, whichever happens sooner.

We need to:

  • fix container builds to stop using buster
  • ship a dummy apt source on Buster nodes, otherwise apt-get update will fail on the remaining handful of Buster hosts

Buster has been archved on the Debian mirrors last weekend and all fallout should be mitigated via patches.
