Based on @bd808's feedback on T395837 that Tofu was a better fit for my goal, I was able to make a fairly simple Tofu script which brings up my project's VPS with an attached volume. The Tofu script also uses my project's cloud-config to prep/format the volume and configure Docker and my project to use it
This give me exactly what I wanted - the ability to completely bring up my project's VPS, with extra storage, with a single command
But the Pixel project only has 35GB of remaining quota disk space. If we could double the 80GB quota to 160GB we could let our volume be large enough to give the project lots and lots of storage headroom

Reason: Headroom for image storage ( the project manages taking Visual diff screenshots, and we'd like to archive a few runs worth of data, and have capacity to onboard new projects )
