Description

User story

As a prospective user for UserInfo, I would like to play with the feature and get a feel for it before I enable it on my project.

Enabling the feature on testwiki will allow us to share it more widely and get early feedback before deploying on other projects.

Technical notes

Use CUDCOND_NAMED condition in wgConditionalUserOptions to enable for named users on testwiki.

In the future, we can also use CUDCOND_USERGROUP for enabling for select user groups, if we want to do that.

Acceptance criteria

Enable CheckUser-UserInfoCard on testwiki for all logged-in editors
