Description

SwaggerUI is included in MW-1.44 to support the REST Sandbox. The REST Sandbox is currently in limited release, available across ~6 Wikimedia projects. Although present, it is disabled by default.

Due to issues with SwaggerUI compliance with open source requirements, we have decided to remove it from the released versions of MediaWiki.

Conditions of acceptance

Remove SwaggerUI from MW-1.44
- Remove SwaggerUI library
- Remove workaround for adding licenses (resulting from https://phabricator.wikimedia.org/T382086)
- Remove option to enable REST Sandbox from configuration
- Remove REST Sandbox special page --> Not sure if this is necessary?
