Feature summary (what you would like to be able to do and where): Move the translation workflow from Weblate to translatewiki.

Benefits (why should this be implemented?): At this moment, Paulina uses Weblate for the translation workflow. Weblate is a cool platform, with lots of volunteers, and it works well. But translatewiki is a more natural place to host the translation workflow for a Toolforge tool. With translatewiki, it will be easier to receive support from the community and have volunteer translators with knowledge of the wiki environment.
