Change #1163081 had a related patch set uploaded (by Stang; author: Stang):
[operations/mediawiki-config@master] zhwiki: Remove autopatrol from patroller group
@Stang I'm not sure I fully understood the on-wiki talk, but is there a specific reason for moving the task from Backlog to Blocked on community consensus? If it's genuinely blocked pending consensus, should it still be reviewed and eventually merged?
Actually this one. To make an actual permission change, I need to put it on the wiki's bulletin board and wait for 7 days to see if there's still any negative opinion - so I just mark it as "Blocked on community consensus" and will push it forward after Jun 27.
