Per T341984 , the datacenter switchover cookbook excludes WDQS. Since we've split the service from a single wdqs service to wdqs-main and wdqs-scholarly, this code should be removed (we're not short on capacity either, so we don't need to exclude the wdqs-main and wdqs-scholarly services from a switchover either).

Creating this ticket to:

• Remove WDQS exemptions from the datacenter switchover cookbook
• Get changes approved by an SRE who is familiar with the cookbook
