Description

We need to set up a new codebase to house the Image Browsing prototype (and possibly other future prototypes as well). This task could be broken into subtasks once we have a little more clarity on what we are doing.

The repo is plugged into MW CI (for automated testing on each commit, etc)
A documentation page has been added to MediaWiki.org ➡ https://www.mediawiki.org/wiki/Extension:ReaderExperiments
Any necessary Phabricator tags have been created T398973

Right now my working title for this repo is ReaderExperiments – this will at least keep the option of housing multiple prototypes in the same codebase open for us.

The CI was already set up in https://gerrit.wikimedia.org/r/q/I0e568e1cb43331c1d54ba2b3328603acef33fff2. Since we don't intend to use this extension in production, I'll open a new patch.
