To know whether a user has the temporary account IP access, nobody should use this user's membership to the relevant user groups (cf. details here). The only solution is to use User Info. But one use case is missing in mw:Trust and Safety Product/Anti-abuse signals/User Info: a registered user has seen cross-wiki vandalisms from one temp account, so he needs to use User Info, to check which users have global access to temporary account IP addresses, before reaching out for help.
User Info already displays the local access of users who opt-in/opt-out (T395661) and the local access of users with automatic access (T398142). Now, User Info should display the global access, for instance:
- View temp. account IP: yes globally
- View temp. account IP: yes locally, no globally
- View temp. account IP: no.
These texts are short because we should avoid overloading User Info.
The first text is for cases where there's global access (for instance a steward who still has global access, or a local administrator who is also global abuse filter helper and still has global access, or a local rollbacker who is also global rollbacker and still has global access).
The second text is for cases where there's only local access (for instance a local checkuser who did not opt-in for global access, or a local sysop who is also global sysop but do not wish to have global access, or a local rollbacker who is also local temporary account IP viewer + global rollbacker but had his global access revoked).
The third text is for cases where there's no access (for instance a local temporary account IP viewer who did not opt-in).
