Remove numbering from unranked candidates in STV's drag and drop interface

Description

Follow-up work from T394536: SecurePoll: More intuitive drag-and-drop. Design specs show no ordinal numbering for the unranked candidates but current implementation does. We should decide if this is important and fix it if so.

cc @jrbs is this valuable or should we close this out? We ran out of contractor time to respond to review so I let it pass in the original patch but we can file this ticket into the queue if you still want this.

Yes, I think this is important since it would otherwise imply the voter is ranking all candidates, when they are not.

Is it critical before the upcoming election?
