Show section suggestions before article suggestions in dashboard

Description

Swap the order of article and section suggestions on the dashboard in order to draw more attention to section translation. There is an assumption that section are easier to translate and less likely to be reverted, which results in more valuable contributions.

Derived Requirement

Ensure that the translation dashboard displays section suggestions before article suggestions so that users are encouraged to prioritize section translations.

Test Case 1: Ensure Section Suggestions Are Displayed Before Article Suggestions

  1. Log in to beta/xyzwiki and open the translation dashboard
  2. Review the list of suggestions displayed on the dashboard

Just pointing out an additional detail on 'easy to translate':

  • Average section translations per month = 2000
  • Average article translations per month = 20000

Article translations happen 10 times more than section translations.

@santhosh interesting even given translating a section takes less amount of time. I am guessing if this is because many people choose + New translation button over suggestions also article suggestions are shown before the section translations.
