Log user experience level in a new field of the content_translation_event schema for all event types.
This should be the same user experience level that is used to trigger the main experiment: show easy translation suggestions to newcomers
This applies to the unified dashboard, mobile editor and desktop editor.

Based on T399133#11035683, I think we can use global edit count bucket for newcomer determination, and this is already being logged so this task isn't needed.
