Add cl_timestamp_id index to categorylinks table

Description

  1. ALTERs to run:
alter table categorylinks drop primary key, add primary key(cl_from, cl_target_id); CREATE INDEX cl_timestamp_id ON categorylinks (cl_target_id, cl_timestamp);
  1. Where to run those changes: all wikis
  2. When to run those changes: Please give it some priority since categorylinks migration depends on this
  3. If the schema change is backwards compatible: Yes
  4. If the schema change has been tested already on some of the test/beta wikis: Already in beta cluster.
  5. If the data should be made available on the labs replicas and/or dumps: No changes needed
