Set the primary English special page alias as the primary one in Chinese

Description

In the commit 9352436fe1fa7df0be030324e6ae54d7b4460a17, MediaWiki core is changed to using the primary English special page alias as the primary Chinese special page alias, when site language is set to "zh" rather than "zh-*".

This task is aimed to tracking revelant changes in other repositories. Some Chinese translation improvements might introduced in the patches.
