Background

This is a subtask of WE3.6.1, aimed at establishing a retention baseline for logged-out users on desktop and mobile web. Here is the product requirements.

Goal

Create a measurement plan and instrumentation specification for running an A/A test on logged-out users on experiment platform, in order to establish a retention baseline.
