Description

Currently, existence of file on Commons result is failure to upload and overwrite.

We want to be able to re-record and to upload over.

SDC most likely to stay the same. Write over seems complex (because default is to create a claim:value pair.)
Wikitext most likely to stay the same. Write over likely easy.

Current Oauth v2.0 rights seems correct and enough to upload and overwrite.
