Add Sanctions extension to MediaWiki QuickStart

Description

Sanctions extension is not present in the QuickStart manifest list.
Since Sanctions has selenium tests, it should be added to the manifest in QuickStart to allow debugging for T396949

During office hours, @Peter, @pwangai and I agreed to remove the AC of tests passing. That is be a separate task: T384031: Fix Sanctions manifest so Selenium tests pass
