As a user, I can navigate to Special:OATH (and aliases) and register one or more TOTP apps, or one or more security keys, or a combination of both types, to my account as available login factors that can accompany a password to login.

Multiple TOTP keys is T230042: Allow multiple TOTP devices.
Being able to use TOTP keys and WebAuthn keys at the same time is T242031: Allow multiple different 2FA devices.
(Multiple WebAuthn keys has always been possible.)
