Note: T370598 makes it so people blocked from adding images will be notified about this after they attempt to publish the edit they're making (read: after they've allocated a fair amount of effort).

This task emerges in response to volunteers at Commons coming to a consensus that uploads to Wikimedia Commons using the Upload dialog (also known as Cross-wiki upload) will be blocked for people without autoconfirmed rights on Commons starting August 16.
