In T400053: Spike: Figure out a way to inspect the impact of the vanish reflist items bug we tore pieces out of the dump scraper which are capable of doing detailed analysis of Cite refs on wiki pages. These were useful and should be split into a library which is shared by the scraper and any other one-off scripts or other analysis tasks.
