Description

Steps to replicate the issue (include links if applicable):

What happens?: subtitle reads "Qu'est-ce que la Configuration communautaire ?"

What should have happened instead?: It sould read "Qu'est-ce que la Configuration communautaire ?" with a real non breakable space before question mark

Software version (on Special:Version page; skip for WMF-hosted wikis like Wikipedia):

Other information (browser name/version, screenshots, etc.): same issue at https://en.wikipedia.org/wiki/Special:CommunityConfiguration?uselang=fr
