The dumps are still in progress. They take ~170 hours to fully process and publish. Looking at the in-progress bits they should publish either saturday night or sunday.

As I understand from this comment - https://phabricator.wikimedia.org/T400158#11044597 the dump generation was started on 29th July, but there is still not dump published.

They started on 7-21, 7-28, 8-1, 8-8, and 8-11. Sadly i can see now that a timeout of 7 days was set, so the system decided to give up after 80% of the big wikis were dumped. Because of how the replacement dumps infrastructure works the system does not publish the 900+ wikis that were completed, as wikidata and commonswiki were still in progress. I've poked the team that owns the new dumps infrastructure, will see what comes of it.
