[components-api] support port protocol in config

Description

Jobs already support adding the port protocol, but the tool config does not include that field yet.

What is the timeline for this?

I have 2 tools which have 1 job stuck in jobs.yaml rather than components due to needing UDP ports, it would be nice to get those migrated over.

That would leave only a few important jobs not using components, which will move when components are "stable".
