[Epic]: Display suggested investigations to CheckUsers

Description

Background

We have numerous signals available on our platform that can be used for identifying fraudulent and abusive behaviour. We would like to use these signals in software to surface suspicious accounts to CheckUsers for follow-up investigations and provide improved tools for CheckUsers to locate and proactively mitigate abuse.

Will this be useful on loginwiki? Esp. due to the difference in the way that project is used.

We have considered building a version of the tool that can be used by WMF stewards in the medium term future.

Just enabling this on loginwiki might be a way to achieve this. If the WMF stewards would like this tool to be enabled there, then perhaps we can discuss about doing that in a private setting? There are some limitations that I'd prefer to not disclose publicly that might make the tool different on loginwiki.
