The beta cherry-pick https://gerrit.wikimedia.org/r/c/operations/puppet/+/1143602 (varnish: Allow customising "contact noc@" error) conflicted due to https://gerrit.wikimedia.org/r/c/operations/puppet/+/1175990 (T396621: Requestctl should use x-provenance header).

I've rebased it locally, resolved the conflict, removed the old cherry-pick from deployment-puppetserver, rebased it against latest origin/production, and chery-picked the latest patchset version instead.
