As a follow-up to the issue reported in https://phabricator.wikimedia.org/T393240#11108852

Steps to replicate the issue:

  • A user with interface-admin rights only (and not a sysop) goes to Special:CommunityConfiguration/BlockedDomain

What happens?:

  • the form Special:CommunityConfiguration/BlockedDomain is not editable

What should have happened instead?:

  • any form on Special:CommunityConfiguration should be editable by interface-admin and sysop users

Software version :

  • the issue was reported on frwiki wmf.15
  • the issue was confirmed on enwiki beta

Other information (browser name/version, screenshots, etc.):

  • interface-admin user can edit MediaWiki:BlockedExternalDomains.json
  • interface-admin can edit Special:CommunityConfiguration/GrowthSuggestedEdits,

Interface admins can already edit MediaWiki:BlockedExternalDomains.json as well as MediaWiki:Spam-blacklist. This task is about making things coherent since this form automates editing MediaWiki:BlockedExternalDomains.json.

At some point on frwiki, most edits on MediaWiki:BlockedExternalDomains.json were done by non-admins interface admins. I do not know about other wikis, but on frwiki (and I've seen a similar comment for zhwiki) obtaining sysop rights has become so hard that it is much easier to get interface admins rights only.

Declining this for now, as there hasn't been any effort to address the concerns raised. As I commented in the patch, one option may be to limit the scope of the change to the relevant project rather than applying it globally.
