Light Mode	Dark Mode

Steps to reproduce

be logged out or log into an account which has not accepted the Creative Commons CC0 License terms of use
open a wikidata item in either light or dark mode
click edit on a longer sitelink list
scroll until the banner hits the top of the page
observe the issue

Expected Behavior
The Creative Commons CC0 License terms of use acceptance banner is completely on top

Actual Behavior
There's some weird layering going on where the delete/badge buttons are on the highest layer, then the banner, then the sitelinks
