Pure interface admin should be able to (revision) delete and undelete pages in MediaWiki namespace and user code pages

Description

As an interface administrator (but not an administrator) on Chinese Wikipedia, I can only create and edit JS/CSSes, but without the ability to delete (& undelete & revision delete) them. This restricts my capability to perform site maintenance as deleting a page would require assistance from an administrator.

After a bit of research I found some contradictory information. https://en.wikipedia.org/wiki/Wikipedia:Interface_administrators says interface admins can delete these pages, but practically every IA on enwiki has admin permissions, which isn't the case for some IAs on Chinese Wikipedia, so I can't make sure if pure IA can delete these pages on enwiki.

If pure IAs truly can't perform these actions on their own, I request this to be implemented here.

Interface admins are not granted the ability to (un)delete, only the ability to edit. According to https://meta.wikimedia.org/wiki/Limits_to_configuration_changes, additional rights may not be added to interface admins.

On enwiki, only admins can request IA, so the summary of what an IA can do assumes that IA has all admin rights.
