Anonymous mobile users don’t see Main Page talk button

Description

Several language versions of wikipedia (en, de, ru, ...) decided to enable talk for mobile anon users, eg https://phabricator.wikimedia.org/T360246

But anon users do not see a "talk button" for the main page, only the "language button" appears at the end of the main page. Logged-in users see two butons: "talk" and "language". I tested this using a private window in firefox for https://en.m.wikipedia.org/wiki/Main_Page

The topic is quite old (https://phabricator.wikimedia.org/T54165 was opened in 2013). This thread is for pointing out that there is a special mechanism for the main page that should be fixed.

the main page seems to have logic pointing to https://phabricator.wikimedia.org/T54165 so the logic would need to be reworked to treat main page differently. Updating to appropriate tag.
