Prompted by various requests from patrollers on- and off-wiki [i][ii], this ticket involves the work of enabling individual Edit Checks to be made available in one of two states:
- Silent/Logging: if set to this state, everything about a given Check would be active (read: tagging and event logging) except the Check itself would not be presented in edit sessions
- Active: if set to this state, everything about a given Check would be active (read: in-edit UX, tagging, event logging) with zero exceptions

As a patroller/reviewer who is wanting more insight into edits that people are making, I'd value being able to make an Edit Check available without it being presented to people while they are editing, so that I can a) detect more subtle and complex forms of vandalism and b) educate people about Wikipedia's content policies in a personalized way.
