[Monitoring, Parent ticket] Create daily alert for old, un-scrubbed donation and membership data

Description

To make sure our new scrubbing system is through enough, create a small script that queries the database for old donations that still have a name and send an email to the fun tech team if it discovers these donations.

TODO: Discuss central "on/off switch" for scrubbing to avoid daily emails while we've disabled it while working on a bug
