Acceptance criteria:

• The Realtime articles handler allows to configure whether Kafka offsets are accepted as a request parameter and whether they are returned in the response. The new Wikidata handler may disallow them, but it's something we want to do in the future for all projects anyway, to separate our internals from our API.
