[Scraper] Update all Instances

Description

Implement an update-all-instances-now command (mutation) that can force the downloading of data any time. Currently, instances are checked for "out of date" once a week and would then potentially update data. This is quite slow for testing in production (basically, getting new updates every 4 weeks on Mondays). In order to further debug and finally trust the update process, we would like to implement an update-all-instances-now command that can be used to update all instances on demand. We might want to report the update success rate programmatically (e.g. which instance got which observations updated successfully). Also, we might want to implement parallel execution of the updates to update several instances at once.
