Special:Contribute displays link to Suggested edits for wikis without SE module enabled

Description

Steps to replicate the issue :

  • wikidata beta has enabled Homepage without SE module
  • a logged-in user with enabled Homepage clicks on Contribute link in the tools menu and goes to Special:Contribute page

What happens?:

  • Special:Contribute displays a link which invites to Suggested Edits. The link when clicked will redirect a user to Special:Homepage without Suggested Edits module

  • a similar case - on frwiktionary wmf. 16 Special:Contribute will display an invitation "Visit your homepage to get started with editing" even though without SE module on Homepage there is no specific help with editing on Homepage.

What should have happened instead?:

  • on wikis where SE module is not present, Special:Contribute page should not prompt user to get to Special:Homepage to get help with starting editing.
