Background

Following T400414, we now have storage for tags. These should be displayed on the wish index table.

The "Title and focus area" column is a separate task: T403788

Acceptance criteria

• Add a column for "Tags". For now these should only show the "navigation tags" ("components" and "stewards" have not been added yet)
• Show a maximum of navigation 3 tags at a time. If there are more, show a message "+N more" where N is the number of remaining tags. Clicking this would reveal the remaining tags in the table cell. (Or if this is too difficult, just link to the wish detail page?) We are linking to the wish detail page for now

Derived Requirement

Add a "Tags" column to the wish index table that displays up to 3 navigation tags per wish. If a wish has more than 3 navigation tags, display "+N more" (where N is the remaining tag count), linking to the wish detail page for full visibility. Only navigation tags should be displayed at this stage (exclude components and stewards).
