Reflist numbering for the default group and for custom groups should match the normal reader rendering, and reflist numbers must match the footnote markers used on that page being rendered. Currently PCS transforms <li> decorations into an explicit footnote number rendered like the marker in square brackets. This style should be reviewed and any changes implemented.
