It would be useful to show surveys only to people with specific user rights (e.g., admins or autoconfirmed users)

Acceptance criteria

• Add audience option “groups”. It defaults to [ ‘*’ ] which every user should have. This ensures backwards compatibility
• If multiple groups are given in the survey audience definition the survey only if the user is a member of /all/ those groups.
• On the client mw.user.getGroups() is used to check if the user belongs to the groups given.
