Added Historical to the Structured Content page. I'm not touching the other page, since it will take time to understand who is in charge of what. I'm also not allowed to archive the boards on Phabricator.

I archived Structured Data Engineering and Structured-Data-Backlog.
Likely there will be many lingering tasks as folks had not always set codebase project tags but only team tags.

The SDC General project (which you added to some tasks) is also proposed to be archived, see T404288: Propose to archive StructuredDataOnCommons, SDC General, SDC Statements Phabricator project
