[Blocked] [Story] Turn on Wikidata Changes in Wikipedias by default

User story
As a user, I want the recent changes / watchlist in Wikipedia to have Wikidata Changes by default without having to enable it in my account preference so that I can view Wikidata Changes in RC / WL.

Background
This will only start after T401289

Currently, Wikipedias (except arwiki) have Wikidata Changes not showing up in RC / WL by default. User have to enable it manually in their account preference.

We've been working on making improvements to the Wikidata's data present in the Wikipedia. Wikis accepting to turn on Wikidata changes by default show that they are happy with our work and accepting of using Wikidata's data. Signalling an increase in adoption

Acceptance Criteria

  • Make the changes to mediawiki-config wmgShowWikidataInWatchlist
  • Scheduled gradual release to several wikis (mix of small and medium wikis) to monitor and fix potential errors when Wikidata Changes are propagated.
  • New wikis will be activated by default. - Set up Phab sections for turning on Wikidata Changes default settings
  • Track how many users kept the setting and how many switched it off.
  • Community - Share individual instructions (guide on Meta) for turning on and off preferences by Wikis - to let them know that they can also opt out
  • Community - Letting them know this is a test phase, and also gathering feedback

Success Metrics

  • Nobody turned off Wikidata Changes in their preference!
