Allow the URL on Special:CommunityConfiguration for a configuration page to be static regardless of which provider is being used.
We'll only ever have one card for AutoModerator, but depending on the provider the URL will change.
We were wondering if it was possible to keep the same url despite having multiple providers?

AutoModerator is being refactored to allow for duplicate providers: one for multilingual wikis and one for non-multilingual wikis.

Benefits (why should this be implemented?):
Allow the URL to remain the same on Special:CommunityConfiguration regardless of whether the wiki is multilingual or not.
