The rdf-streaming-updater should be updated to run with flink 1.20.2:

adapt the flink job to depend on 1.20.2
adapt the flink job to depend on eventutilities 1.4.x

AC:

the rdf-streaming-updater flink jobs should run with flink 1.20
bonus points: test if we can use the java17 base image (T404340)
